Yes, as long as it's prominently visible that the server is running a custom map. You can generate a procedural map, then rename the map file and use this plugin. Don't use it for cargo ship though.

Then I think yhey are non compliant. FP said they would be revamping the community guidelines, so that might be allowed in the future.
