Anyone know if this can be used on vanilla? I thought not but then you can use custom maps so if the recyclers work in the same way is it OK?

Anything that would make the game appear to not be "vanilla" shouldn't be used on a Community server.

Yeah, but combo bandit / outpost are plenty on official and a custom map could have them in random spots so would a recycler on oil not just be a custom map?
