Ive been trying to figure out why the plugin is not in my config but had no luck i downloaded the newest verison of the plugin but still not showing up its only showing up in cs and in data with nothing in the data folder and when i type /marker add it comes up with no response but i granted myself the permission? 

Have you checked your oxide/logs for errors? According to the plugin page, it doesn't have a configuration file.
