I couldn't find this, but is there a way to add opacity to backgrounds such as CSS? e.g. rgba(1, 1, 1, 0.3)

All panels accept 6 or 8 hex digit color codes. 8 digit hex color codes would allow you to change transparency. If you need more help post your config and what you're trying to change.
