will this plugin prevent admins from using f1 (items) and stop them from giving themselves or other players items in the item tab using f1, I'm trying have admins who can only kick and ban players and thats it, not acceses to f1 items tab! Thanks

Then you should get a ban plugin and use permissions instead of ownerid. You can still block give commands though.

Secure Admin would be a basic one. The Give plugin can also be used to limit item giving, but I'd go with a plugin that only provides what you need, rather than giving them full admin as misicos mentioned.
