with the limited admin plugin adding a player to the limited admins section still allows them to play the game properly they just wont be able to spawn stuff in and do the stuff listed in the json file correct and same for the whitelisted admins they'll be able to spawn stuff in and play the game properly correct ?? 

You should configure the plugin and commands like give etc to prohibit giving items.

still trying to figure that out I'm not sure how to config that sorta command 

Blacklist give commands (use find to find them..)
