In the plugin description, it mentions -

• 'Create a more traditional PVP server, but factions can claim land and have to declare war on one another in order to raid.'
  
  I can not figure out what to toggle to make this work in the config, everything I try doesnt have the desired effect. Anyone know how? Thanks
