That error means you do not have "addadmin" set in Hurtworld for your player. You'd need that set before you can user those commands.

For all players: oxide.grant group default PERMISSIONNAME
For one player: oxide.grant user YOURUSERNAME PERMISSIONNAME
Repalce PERMISSIONAME with the permission from the plugin that you want to use.

In syntax specifications following rules usually apply:
"< ... >" - angle brackets mean that you should insert a value there replacing the entire thing including the brackets
"|" - generally means "OR", insert one of the mentioned values
In this example to grant yourself HW Teleportation admin permissions you'd type
oxide.grant user popmom333 hwteleportation.admin
As you can see I picked "user" from the first option, entered your name for the second option which should be a name or id, and inserted the admin permission at the end.
