I have been able to set the group admin with permission to fly but cannot give a user the permission. I get the error "permission fly.allowed doesn't exist"
Can anyone help please?

Are you trying to use this on a game other than Hurtworld?

No, only Hurtworld. 

Could you check your oxide/logs for errors?
