Can't grant myself even as owner. Plugin loaded without error, but permission doesn't exist.

If it says that a permission doesn't exist, the plugin is not loaded generally. Check your oxide/logs for errors and make sure it is loaded.
Just read through the .cs file. Permission clause supposed to be "helicopterhover.canhover" not "helicopterhover.enable". Please change the details in the Umod.
