Hover is diffrent from leaving the engine on.. If you "read" it again it says if disabled helicopter just floats in the air with "no engine" on.

This has been changed, if you have "Disable hover on dismount" set to true and "Keep engine on when hovering" set to true, the engine will now stay on as suggested by Texas
I have also changed the documentation since that screenshot was taken.
