Permission 'helivote.use' is to be able to open a vote or to be able to vote?

It seems the permission is for both, would be nice to have separate permissions to open and to vote.

actually i think this would be a good idea, as it could be some kind o VIP permission to trigger vote but everyone can take part in the vote.

it would be nice to put some kind of cooldown in place too
