new personal sam sites not shooting ch47 only sams site that work are the ones that are at lauch site. have any ideas why this is not working.

I just tested and saw a player-deployed SAM Site target a player-driven CH47 and an NPC CH47. Whether player-deployed SAM Sites can target helis is determined according to the permissions of the player who deployed the SAM Site, so please verify players have the helisams.ch47.npc and/or helisams.ch47.player permissions.
