I'm adding Backpack permissions as buyable options in the shop but I am wondering if it's possible to have the "upgrades" as it were contingent on the previous tier purchase.

So for instance if you want to buy a 3 row backpack you would have also had to buy a 1 and 2 row.

This would be a feature request.
