It looks like the max health value is not a percent. I changed the max health to 100.0 for the LR-300 so now it has about 3/4 health. I can rase the number until it has full health but just don't know if every item has the same health. Is the max health for every Item the same?

You need to run the /update command if you have not done so already in-game.
I used the /update in-game it said I had manually updated the config but the items health is still off. Should I just put the health of all items up to 1000 and it will give them all full health or will it give them 1000 health?https://imgur.com/7KsgoaO

If you have already manually set a condition value you will most likely need to run the reset condition command then in-game. I am unable to re-create your problem.
the chat command to reset is /resetconditions ( requires guishop.admin permission)
Yes, I did manually set the condition because I thought it was a %. I do also have the GUIShop perm. Thanks for the help /update didn't work for me but /resetconditions did.
