I didn't get a chance to spectate the player, but when I found them they were sleeping in a bush.

Since the latest update you are likely getting more of these violations because of a player finding a glitch in the proc gen with the new rocks. Some players have found little "cave entrances" on the sides of cliffs where they can basically go inside the cliff and do whatever. If you get this just one time, may not be a big concern. If the player is generating a whole bunch of them in a row, its likely they are doing something like that current glitch in order to get inside a rock and hide loot/build a base.
