The idea is, in a nutshell, just making it possible to gain more global storage space by allowing for multiple "tabs" when accessing the container.  If you've played games like Path of Exile or Diablo III it's the same concept as the global stash container.

The way you could access the additional containers could be by adding buttons below the container slots when you open the GS container.  The buttons would just be labelled, "1", "2", "3", etc, etc.  To start off the easiest way to give players more tabs would be by using permission groups where you just config each perm group name and the amount and server admins can decide how they will award the players with more tabs.

If you like the idea and want to implement it, I'll be glad to help test it.

Yeah I did something similar with my InstancedContainers plugin and it is something I could implement with a bit of work, but this takes the backseat to my other plugins so it won't be something I build in the immediate future.
Also InstancedContainers won't work with GlobalStorage, as GS creates a container, populates the items, then destroys the container each time it is accessed.

I posted a bug report on code fling for the IC plugin.  I'm experiencing the issue that was supposed to be fixed in version 1.0.6.
