Hello for permission do i just give globalgamble.deposit to default  or globalgamble.start as well ?

globalgamble.deposit is required for players to deposit any amount of scrap in to the pot. globalgamble.start is required for players to start it. So, if you only wanted admins to be able to start it, then you'd grant globalgamble.start to your admin group, and then for everyone in the server to be able to play, you'd give globalgamble.deposit to your default group.

Required for players to start a new gambling pot on demand what is the command i use to start it 

It is automated, you can start one yourself, and it will cancel the automated one until the one you started is over. Once the one you started manually is over, it will start the automated timer again.
