I have HumanNPC modified and updated. I have no way get ahold of original creator. I know I can't upload unless I have there permission. Who do I ask?

You can "Claim" the resource via its page and we'll consider it given good reason and any existing experience on the site. If you haven't submitted any original work that has been maintained, we generally wouldn't consider allowing an existing resource to be taken over until then.
