As I've been gone for a while due to irl stuff, I lost ownership of my plugins, which is fair enough. I would like to reclaim at least Corpse Location though as I'm actively working on that one again and would like to be able to push updates, but I can't because "You cannot claim with no resources of your own".

You most likely lost your plugin due to inactivity. And since you don't have any other plugins you can't claim other plugins...
One of the admins will have to give you the plugin back.

I think it's calculated on the responses from the dev to plugin support treads and updates that correspond to the treads.

A plugin having a new maintainer does not change the license for it, it's not much different than any other project found on sites such as GitHub or other social coding platforms. This would be comparable to a fork, though not exactly a fork as we do not allow plugins to be physically forked on the site.Steenamaroo

If the original author wishes and the plugin is unlicensed (considered "all rights reserved"), they can request that their original versions be removed along with any code in newer versions, else can request to maintain it again as long as their code has not been replaced during their extended absense.
If a plugin uses an open source license, it would all depend on the terms of that license.
