Is it possible to set gather to permissions, for example:
VIP 1 5x Gather
VIP 2 10x Gather
VIP 3 15x Gather
if so how can I do that ?

Maybe in the future but for the most part permission checks everytime someone gathers is not an optimal approach.
https://umod.org/plugins/ugather does support this, but unsure if it even works anymore.
