can you update it for all us guys using gameserverkings as i don't know how to get to the command prompt for rust??? 

Press F1 ingame..

You should ask your host how to send commands, plugin cannot just describe it for every existing host and authors should not really ever do this. You could also use them in the game I guess if you have ownerid.

And that plugin also has chat commands.
