[more like USER inquiry] is there any other way to get server's gather rate information other than /gather in chat? many many servers haven't updated to the latest plugin version and chat shows 1 when you /gather .

I'm not sure why those servers wouldn't update, but that's the only way outside of viewing their config files.

1x will give u 50 - 2x will give u 100 and so on
Is easy to work out the correct gather rate.

yes, but im talking about excavators and quarry's ,etc you wouldn't know if it's worth doing exacvator for example
