Changing the value to anything whether it be 2, 5, 5000000 or 0.0000001 will not do anything.

It does NOT alter the amount of resource yield/dispenser health.

This topic I'm guessing the guy mentioned the issue, but didn't explain it well:

dispenser.scale does not scale the health of the dispenser (how many times its hit)

as it should.
