Hello i have my server set to x5 but need sulfur to be less as its to much at the moment 

Check your config. User error as it's working fine for me.

i did it bud i was doing it wrong lol 

gather.rate dispenser "sulfur ore" 1
gather.rate pickup "sulfur ore" 1
gather.rate quarry "sulfur ore" 1
