I saw some mention in other threads that the modifications only work with crafted weapons, but that's been some time ago. Unsure if that has changed.

Can this plugin allow me to offer a weapon with these modifications only if that weapon has a specific skin on it? And can this weapon be distrubuted through a shop or a quest reward only (using a custom quest plugin)? 

This plugin only modifies weapons based on the permission you grant them that has been set up inside the plugin.

Some features are only affected for crafting weapons.

No, this plugin does not support handing out weapons with x settings as items.

This plugin simply modifies the player's weapons they are using/crafting that they find/create inside the game already.
