Permission is OK.
I have reload the plugin, but it's not solved.

At the moment if you have limits set you will need to clear the player data after every wipe. type in console as administrator rec_wipe or unload plugin and manually delete from the data file, reload
cannot get the recyclers to craft. they were working before force wipe though. Here is what console is saying when the /recycler.craft command is run:
