if player craft one and build 1 he cant do it again. if it destroyed his counter will reset to 0 and he can craft and build a new one.

You can try give it by kit. Creat a kit with a recycler in it and set max to 1. Then grant group vips the kit permission you set. Could be a way fix your problem.
