I would like to suggest to lock the excavator to the person who puts in the diesel, not to the person who starts the engine.
On PvE servers I see it happen quite often that a player puts in diesel, wants to activate the engine but another player jumps around a corner and removes the diesel. That kind of trolling happens quite often and there is not always a staff member around to deal with it.

If possible, we would be happy to see that adjustment.
