After the latest update (Modular Vehicles), this doesn't work for me. It was working as expected before the wipe (same map/seed). I haven't added any new plugins. 

I also don't get any errors. It shows it compiles and loads successfully.  Anything requiring wood or low grade still eats the fuel. Others, like simple lights, just fail to work. 

I have tried reloading. I tried removing the plugin and config, downloading it fresh, and using the default config it creates. I have also tried setting the permissions to true and granting those to individual users and groups. 

In my tests, everything was working

Same, I have it set for tuna lamps and lanterns, 1 fuel is still required to ues them. After each server reboot they off and  require fuel again too.
