I only allow 5 pumps or quarries but I catch people trying to place more is it possable to adjust them number they can use ?

Oh.. That's a good one. With the current method of checking it's not possible, but it could technically be changed to allow using a configurable amount of them.
Though it sounds more like you need something that prevents people from placing more then 5 quarries.
That'd be a whole different kind of rule enforcement. :)
