Let me start from the beginning just to cover all aspects:

• The server console showed successful loading of the plugin?
• You have granted permission "electrictaser.givetaser" to use the chat command "/givetaser"?
• Was there feedback in the chat?
• Was there an error on the server console?

Hello, yes sorry:- The console clearly showed the plugin change without any errors.- I have granted permission to use the command.- If I type / givetazer + the player's name.There he told me that the players did not exist, while the player in question was my friend.I even tried with his steamid but nothing.- He does not give me the tazer (/ givetazer) and without message in the chat.- No errors in the console- I tried all over the place but nothing helped.The plugin does not work.

Hmm okay. So you get feedback when you try to give the taser to someone else, in this case that it was unable to find the player. That's something at least. Note that the player has to be connected to the server.
To get that point out of the way, the chat command is "/givetaser", I saw you wrote it with "z" instead of "s" and there should be no space after the "/". Just to be sure. I know both forms "taser" and "tazer" are used, maybe I add it as a second chat command just to catch that case and be more convenient.

Are you using any other plugins? Beside this there is no case where it leaves you without info in the chat.

If we don't get any further with this, I would ask if I could visit your server and have a look at it myself.
