So same thing happened this wipe. After wiping the server no message was send so i have to manually send it with /dw wipe. Then this morning when the server auto restarted it send the wipe message. It even send protocol message even though it is disabled

yup, i wiped my server right after server, client and oxide update was out
I am also getting exactly the same problem. currently running on my third test server before i put it onto my other two and every single reboot it is posting that the server is wiped.
My problem sorted itself out, not sure why it was doing that, but i just left it like it was and it never happened again

So the plugin is sending messages every time the server restarts, every time i reload the plugin, but not when the server is wiping. I had to put the test command in the wipe script after 15 minutes the server is going online just for the plugin to send the message. I can't do daily restarts bc it will send a message.Its been the same post like 9 months ago and nothing was fixed.
Can you please install the latest version and set the debug level in the config to "Info". When it happens again grab all the messages from the plugin.
