Hello it's me again. I was able to add my steam chracter as an admin and it stated I was added and here is the entry in the oxide.users.data file ( ENQadminDC2 SOAxelrod Ranger) However when I try to use the /CLS command to configure a plugin it still say I do not have permission. Thank you :)

That basically means that you have no permission to execute that command. Adding yourself to admin group does not magically give you all the permissions, they have to be granted to the group ('admin' in that case) or yourself (if you want to be the only player which can execute specific command). All the plugins have their permissions listed on their documentation page (if they have some).
