I will be checking into the plugin over the weekend to see why it stopped working yet again.  Please let me know your results as well.

I have two servers.  One works, one doesn't.  Both have the same config, same Oxide version, etc.  Both Linux but not the same Linux.  Same oxide.config.json.  decay.upkeep and similar variables all the same and/or default.

If anyone is having this problem, please disable CheckAuth (set to false) and let me know.  Seemed to work for me but I am letting it run all day on my home server with a copy of the data from the live server to verify.

There is an odd permissions check in there, the purpose of which I am not sure.  Overall, the plugin is not permissions-based.  It was one of those 'will check later' things.
