Hi,
I have only changed the basic config to allow VIP and Default players to place 10 TC's. 
My server restarts at 4am daily and when the server restarts it gives people another 10 TC's to place and somehow stops counting the TC's they already have.
Is there a way I can fix this please? 

I observe the same problem. The server restarts every 6 hours. After some time, some players may put more cabinets than specified in the configuration.

I am having the 100% same issue on my server and it is driving me crazy.  Seems like any limitor I have has stopped working. It is very very strang issue. 

Yesterday I had all 6 (max set) cupboards used.
Today I could place another and it says: Amount of Tcs available : 5

all previously placed Tcs are still standing :(
