I am not able to get plugin to to disable NPC at Outpost/Bandit.  Everything else works fine.  I have tried this on server with this being the only plugin and still not working.  

With the way the NPCs changed - that part has been noted as not functional till I have more time to investigate if it will even be possible anymore to disable them.
