No - There is currently no way to adjust those proces.

It is however possible to make the vehicles free by skipping the dialog node where the player is prompted to pay. I prototyped a plugin for this with a new hook that should be added to Oxide soon. Planning to add a permission for it in my Vehicle Vendor Options plugin.
