Could we possibly have permissions added for Admin / Mods

For example have 2 lists of blocked commands one for Admins with that permission and one for Mods with that permission. 

I have an idea for a new mod that would rely on this mod, the only issue is, I would like to block commands from certain players. This mod currently blocks for all players EXCEPT for who has permission. I would like the opposite which is blocking for only players I give the permission to. I thought about maybe giving everyone bypass by default and then changing the players user group but maybe you have a better idea?
