Yes. Your plugin gives the ability to let the chinook drop the crate more on the land then only on the oil rig now.
But it really doesn't come very often.

If you want the chinook event itself to happen more often, I think you're looking for either Heli Control or Event Randomizer. Timed Events used to have to have this functionality as well, but seems to have rolled back the chinook support until the code is improved.
This plugin is only meant to deal with the drop part of the chinook event, not the whole event itself.
