Is there a way to change Vehicle storage? I've tried using vehicle.1mod.storage with no result.

vehicle.1mod.storage is the name of the module item. For this plugin, you will instead need the prefab short name of the module entity. You could try 1module_storage. Haven't tested it.

Yeah this is odd, I just added "1module_storage" with no result as well. Garry's mod tool confirms 1module_storage as the name as well.

Another I'm having trouble with is horse saddlebag storage

EDIT: After a bit of digging around with Wulf's prefab sniffer I found its "modular_car_1mod_storage" I was looking for. I still have no clue about the horse saddlebags.
