Would it be possible to get console commands to change the Tier1,Tier2,Tier3 chance mid wipe without having to edit the config file?

Noticed it doesn't actually replace existing cars. which defeats the point so no worries :)

I also plan on making a plugin that forces all cars to have a particular engine part tier with the engine storage locked. I'll consider adding a console command in that plugin for this.
