That's a native Rust admin command. Are you saying it's not spawning a car? If so, that is likely not related to this plugin.

Or when you say blank, do you mean there are no modules on the car, it's just a chassis? If so, that's probably because you disabled vanilla presets and added no custom ones.

None of that has to do with the Car Spawn Settings plugin, which does not spawn cars (probably translation misunderstanding).

Sounds like you want help using the Server Rewards plugin to spawn cars for players. That will require another plugin that can spawn cars, such as Spawn Modular Car.
