is it possible to add permissions in different tier to ugrade?

It would be very handy to be able to restrict the grade players could uprade to. Would be great for servers that dont want a set grade to be used.

Any movement made on this? We to wanted to tier the /up command. Example: default players up only to stone and legacy players to metal, etc etc.
