Can someone explain this to me? I'm unclear what to expect. 

If you have building priv the entire base will upgrade, not just your placed blocks.

If you use the command to upgrade/degrade the blocks it will of course change them all, if you have not enough resources to complete the upgrade it will only upgrade till those resources are used up, it will say how many blocks have been upgraded,
