TC already contains HQ...
ill try to explain a little better. If I have a full hq base and build more to the base in twig. Then "/up 4" to upgrade everything to hq. Even though everything is now hq the TC still shows building decaying (like it still contains wood.) I remove the hq from the TC and then re add it again, and everything is fine
Oh, you just need to wait for a decay tick to update the TC. I've encountered this on my personal server a while back when I still ran it, andit goes away on it's own.
