How does the plugin work?I have no clue.Do I have to use the hammer?Do I have to press a button?What can I turn etc. walls?Furniture ?Self-made items?If I use the hammer with and without a plug-in, the hammer always shows the same selection - so the hammer is probably not needed.Can someone help me there ?

You're not building when your deploying a furnace or a crafted item, you're doing just that, deploying. This plugin is called "Building actions" and will therefor affect buildings. Meaning walls, stairs, roofs, foundations, anything you use the planner for.
Rust by default has 10 minute time limit to demolish / rotate walls and other building elements you've created with a planner. When 10 minutes has passed, then anyone who is authorized to build, can no longer rotate or demolish the wall / foundation / roof / whatever. They would have to destroy it the same way they would destroy an enemies base (Blow it up). This plugin fixes that, and allows those with build permission to rotate or demolish walls whenever they want, without any time limits.
No offense, but it sounds like both of you didn't read the plugin description, and if you did, then it sounds like you both have no clue how building works in Rust. If you didn't come to this plugin specifically to remove the time limit, then why on earth are you here? :P
