The default is already pretty fast so you probably don't need to change UpdateIntervalSeconds. You can test out the targeting speed by noclipping around a turret.

This plugin does not allow 360 aiming. No public plugin currently does that as it's hard coded into the game, so it would require a new hook or harmony patch to implement properly.
