Hello I hope you are well.

I would like to ask if this add-on can be used in a vanilla server, my intention is to use it to put the name of the server in the 'says' and with an external program to show the murders of the players.

Facepunch only allows "admin tools", nothing that visual changes things or alters the gameplay in any way. Anything else could potentially be grounds for blacklisting, though unlikely to happen for just this. Facepunch doesn't want servers to appear as modded under the Community secton.

I would say that changing the chat format would be considered a visual change, so it wouldn't appear as "vanilla".
