Can't increase divesite frequency

Hello, I tried to set the config increased the lifetime and lowered the frequency, 
divesite frequency = 25
lifetime = 900

but still spawn rate didnt got any more then before. How can I fix it? thanks for all answers

Yes I did, unfortunately didn't work the config, I don't know why.
